Recovering safely
The post COVID-19 increase in traffic is occurring to varying degrees around the world. With traffic once again on the rise it is more important than ever, that CANSO’s Safety community continues to work together and look out for each other with regards to maintaining and improving safety in global operations.
The foundation for much of our recovery work was laid at the joint CANSO/EUROCONTROL Global Resilience Summit, organised by my predecessor Shayne Campbell, and held in Brussels in December.
During that event we attempted to demystify what resilience means to ATM, and discussed its important role in the successful delivery of safe and efficient ATM services. We also considered the lessons learned from the impact of COVID-19 on our industry.
The partnership with EUROCONTROL has continued in other areas too, as we have jointly undertaken a major overhaul of the annual Safety Management System questionnaire and process. These changes will also result in a major re-write of the CANSO Safety Management System Standard of Excellence, which is coming to fruition soon, following a major survey of CANSO Members in 2021.
We started 2022, as we did last year, with our Safety Focus Kick Off event. This saw Members of our workgroups and task forces gather for three days of debate and discussion about what we have achieved so far, and our plans for this year. As I settle into my new role as CANSO’s Safety Programme manager, I am looking forward to seeing that work take place, and especially to our global programmes engaging more deliberately with our regions.

The FAA’s Bill Middleswart joined CANSO as the new Safety Programme Manager.
The collection of the EUROCONTROL/CANSO Standard of Excellence (SoE) in Safety Management Systems 2021 Measurement Questionnaire saw 45 ANSPs provide valuable feedback. The revised SoE will be published in Q2 2022.
In the Latin America and Caribbean region, CANSO Safety moderated a regional seminar on the Global Reporting Format. The webinar gave participants a chance to hear and learn from the experts, and to ask questions on specific items related to the GRF. With over 500 participants, this was the largest attended GRF webinar to date.
On the international front, CANSO Safety continued its collaboration with IATA, IFALPA and IFATCA on the Unstable Approach Task Team, a partnership to address this top safety issue that can contribute to runway excursions, hard landings and tail strikes.
CANSO and EUROCONTROL partnered to hold the first Global Resilience Summit in December 2021. The two-day event looked at how organisations across the ATM industry can improve their resilience to threats and challenges. Lessons learned were shared in a blog on CANSO.org.
The ICAO Global Runway Safety workgroup met to update and make minor revisions to the Global Runway Safety Action Plan. The previous revision was made in 2017 and the goal is to have the updated plan submitted this year.
The annual CANSO Global Safety Achievement Award was launched. The winner will be announced at World ATM Congress in Madrid.
CANSO’s Safety Focus: 2022 Safety Kick Off Meeting was held with plenary and workgroup breakout sessions attended by colleagues from around the world. All workgroups presented their updated work plans.
The Human Performance Management Workgroup has started a series of blogs on CANSO.org. The first two looked at the changing role of humans in ATM and controlling versus monitoring.
