The Latin American and Caribbean region is thrilled to be experiencing a faster than predicted growth in air traffic operations and continues to deliver truly beneficial results. It has been a time where CANSO’s LAC region continues to make a difference in reconnecting our industry and the region, and it is crucial that, collectively, we strengthen the spirit of collaboration.
We have engaged in many activities from safety management system (SMS) implementation, air traffic management and space operations collaborative decision making, cybersecurity, to the successful trials of user preferred routes to mention some advances.
CANSO organised the 2021 Latin America and Caribbean virtual conference "A new Era for Air Traffic Management". The conference, sponsored by Frequentis, united more than 120 CEOs from regional ANSPs, and senior executives from airlines and other international organisations. Juan Carlos Salazar, Secretary-General, ICAO, delivered the keynote remarks.
The CANSO IATA ICAO Free Airspace Route (CIIFRA) initiative completed four user preferred route trials (ATL-LIM, ATL-GRU, POS-MIA, and IAH-PVR), showing estimated annual savings of 6,565 minutes of flight time, 1.30M lbs. of jet fuel, 1.87M kg of CO2, and $1.05M (US) operational cost based on the trial data. CANSO estimates the savings to be even more significant when compared to the baseline route that was started last year.
At the North American, Central American and Caribbean Working Group (NACC/WG) Airspace Optimisation Task Force meeting, the NACC/WG agreed to include CIIFRA as part of the Airspace Optimisation Task Force.
CANSO briefed the Air Navigation Commission (ANC) Working Group of the Whole for Strategic Review and Planning (WG/SRP) on the report of the eleventh meeting of the Regional Aviation Safety Group – Pan America (RASG-PA 11). CANSO highlighted the amendment to Annex 6 PI FDAP requested by the RASG-PA and supported by a cost-benefit analysis. The WG/SRP noted with satisfaction the primary outcomes of the RASG-PA and the increase in participation of States, Organisations, and industries despite COVID-19.

CANSO concluded the Accident and Incident Investigation webinar series to improve accident and incident investigation in Latin America and the Caribbean.
CANSO briefed the fifth virtual meeting of directors general of civil aviation of the South American (SAM) region on the Response to COVID-19 and shared best practice and case studies on recent events.
CANSO addressed the leadership of international civil aviation organisations to boost aviation in Latin America and the Caribbean, at an event organised by INAC explaining how CANSO supported its Members during COVID-19 and how our best practices benefit the air navigation community. CANSO called for international organisations to continue working together to strengthen their support to the region.

CANSO welcomed the Bahamas Air Navigation Services Authority (BANSA) as a CANSO full Member, and welcomed BANSA and Alaska Airlines as CADENA members.
CANSO briefed the Air Navigation Commission (ANC) Working Group for Strategic Review and Planning (WG/SRP) on the report of the eleventh meeting of the Regional Aviation Safety Group – Pan America (RASG-PA 11). The briefing included a 2.18 accident rate in 2021 with zero fatalities, representing a sustained decrease in the accident rate. CANSO highlighted the amendment to Annex 6 PI FDAP requested by the RASG-PA and supported by a cost-benefit analysis.
The CANSO-ICAO- IATA Free Route Airspace initiative is now a project group within the ICAO NACC Office Airspace Optimisation Task.
CANSO participated in the Caribbean Aviation Resilience and Recovery Group (CARRG) meeting. The group reviewed the lessons learned from the impact on aviation from the La Soufriere volcano and highlighted the importance of enhancing the airport-to-airport collaboration Programme for the Caribbean region. CANSO provided information on the contingency events and invited the group to participate in the quarterly CANSO contingency training exercises.
CANSO supported the coordination of one-day trials of a possible new arrival route into Cancun to help smooth the operational flow of traffic into and out of Cancun. The trials looked at the airspace sectorisation, increasing from six to nine sectors, two point-merge points for arrivals into Cancun and simultaneous arrivals into Cancun.
The CANSO, ICAO IATA, Free Route Airspace project concluded the first trial of the User Preferred Route (UPR). Delta Airlines reported additional fuel, CO2, ops cost savings based on the test compared to the Atlanta – Lima – Atlanta Optimised End-to-End Routes. CANSO estimates the savings to be even more significant when compared to the baseline route that was started last year.
