Forward-looking leadership for Europe
This has been an active period for CANSO Europe. We have stepped up our efforts to provide strategic and forward-looking leadership on key policy, environmental, safety and technical European aviation developments in an environment marked by the continued effects of the COVID-19 pandemic, and more recently by the onset of a new crisis in Ukraine.
This has also been a period of the ‘trilogue’ negotiations on the Single European Sky 2+ (SES2+) legislative package between the European institutions, assessing the proposals from the Parliament and the Council and engaging and providing comprehensive inputs when required.
The success of CANSO’s lobbying efforts on SES, and especially defending the interests of our Members and improving the proposal saw many elements of CANSO’s positions taken up in the EU Council’s overall position.
CANSO also partnered with airline association A4E by holding a Roundtable event on how to reach agreement on the proposal and submitted a joint position on Network Management aspects to the leading Member of the European Parliament.
The European Commission’s Green Deal plans to make Europe the world’s first climate-neutral continent by 2050. In response to the environmental challenge (probably the biggest challenge that the aviation industry is facing) and to achieve the goals established by the European Institutions, CANSO with other associations, promoted to Europe’s aviation sector flagship sustainability initiative, Destination 2050 – a route to net zero European aviation.
Debate on financing ANS systems is ever present and it is to grow louder as the discussions on European Reference Period 4 is starting. The first proposal from seven CEOs of the Think Tank on financing sustainable and resilient ANS system has been put forward for discussion to CANSO Europe CEOs Committee which will embark on debate to develop CANSO position.

CANSO worked toward ensuring a better alignment and a more active role of the ANSPs in the Network Manager Board. CANSO focused on the following priorities:
Environmental performance.
CANSO developed positions on the reform of the EU's ATM Performance and Charging Scheme ahead of EU policy discussions which are due to start in 2022. CANSO initiated an exchange on aspects of our positions with the Performance Review Body (PRB), which advises the European Commission on the Scheme.
CANSO was a key contributor to the European Commission’s efforts to develop an EU-wide CNS evolution plan. This initiative aimed at optimising the CNS infrastructure taking into account the European Network dimension.
CANSO developed guides on technical cooperation agreements between ANSPs and on cyber security requirements for use in third party contracts. These guides aim at sharing and promoting best industry practices.
CANSO implemented a new strategy to provide a consolidated ANSP voice on key strategic regulatory issues and enhance our engagement with the European Union Aviation Safety Agency (EASA). In particular on topics related to the evolution of the ATCO training and licensing and simplification of the certification of ATM ground equipment.
CANSO organised successful workshops with EASA, EUROCONTROL and Civil Aviation Authorities to promote the hamonised implementation of regulations in Europe.
CANSO successfully supported EASA in the development of Acceptable Means of Compliance and Guidance Material (AMC/GM) for the U-Space Regulatory package.
CANSO Europe’s CEOs (EC3) met in early March to exchange information regarding Ukraine, and hear presentations from the European Commission’s Director of Aviation and the Director of the Network Manager. There has been a big impact on Members in the countries bordering Russia, Belarus and Ukraine, but there have also consequences in countries further west due to the shift in overflights, new restrictions and general economic uncertainty. Director Europe Affairs is in contact with Ukraine’s ANSP, UkSATSE, to help identify requirements for ATM restart.
CANSO, through its participation in the European Aviation Crisis Coordination Cell (EACCC), ensured timely essential information related to the Ukrainian crisis was made available to all ANSPs (e.g., NOTAMS, EU restrictive measures, etc).
CANSO was an active member of the EU Drone Leaders’ Group which developed the ‘Drone Strategy 2.0 for a Smart and Sustainable Unmanned Aircraft Eco-System in Europe’.
