Intense activity challenges Europe's status quo 

Europe faced another year of intense activity, with the operational climate complicated by the war in Ukraine and the challenges of working with other aviation stakeholders to ensure a smooth recovery from the fall-out of COVID. This was a particular issue last summer when many airlines and airports struggled to provide the necessary capacity to service the return of passengers, but in general ANSPs coped well with the return of demand. 

CANSO Europe’s objective over the last year has been to demonstrate what we can contribute to resolving policy, regulatory and strategic operational issues, and in doing so address the perception among some policymakers and other stakeholders of ANSPs as being conservative and defending the status quo. A good example is the work done by CANSO and its members on the revision of ATM Ground Equipment Regulation by the European Aviation Safety Agency (EASA). Here, EC3 provided a strategic approach, and then relevant CANSO groups worked on the technicalities of this regulation which establishes a single harmonised and mutually recognised mechanism to attest the compliance of ATM ground systems. 

We also actively contributed and steered the creation of an EU action plan for Communication, Navigation and Surveillance (CNS) to optimise infrastructure, taking into account the European Network dimension without compromising safety and security. Both of these topics are still a work in progress. 

In the growth area of U-Space, CANSO contributed to the final report of the Drone Leaders’ Group, which contains a high-level vision and an ambitious pathway to make Europe a global leader in this area, and to the Acceptable Means of Compliance and Guidance Material for the implementation of the U-Space Regulatory Framework in Europe. In November, we concluded an Exchange of Letters with the Alliance for New Mobility in Europe (AME) to foster cooperation between CANSO and the drone industry. 

We worked with EUROCONTROL to steer the evolution of the Network Management Board (NMB) and Air Navigation Services Board (ANSB), two key bodies in which CANSO Europe is involved. In order to have a more strategic NMB, we have coordinated our participation with our members and developed a joint industry paper with Airports Council International (ACI) and Aviation for Europe.

In July, we organised a visit for policymakers to the air traffic control centre, tower control and training centre of our Belgian member, skeyes at Brussels airport. The participating Members of the European Parliament and national EU aviation attachés all appreciated the opportunity to learn about real life operations of a busy ANSP. 

It is also worth mentioning our intense work to develop positions for the forthcoming reset of the EU’s ATM Performance and Charging Scheme for the so-called Fourth Reference Period (RP4), which will start in 2025. The European Commission will set targets for the Key Performance Areas in late 2023/early 2024. 

Overall, CANSO Europe's efforts demonstrate its commitment to driving innovation and adaptability in the aviation industry while ensuring safety and efficiency and the delivery of CANSO’s values.

REGIONAL HIGHLIGHTS

CANSO and other European ATM social partners – ATCEUC and ETF, representing unions collaborated to produce an updated version of the Toolbox for Successful Social Dialogue in air traffic management and a Joint Declaration on the Future of Social Dialogue which sets out seven priority topics to be addressed in the coming years.

CANSO attended the EU Drones Days, and concluded an Exchange of Letters with the Alliance for New Mobility in Europe (AME) to foster cooperation between CANSO and the drone industry. 

CANSO participated at the Greening Aviation event in Lyon Airport along with our partners from Destination 2050. 

CANSO and skeyes hosted an informative visit to the Air Traffic Control Centre at Brussels Airport for Members of the European Parliament and their advisors, Aviation Attachés based at national representations to the EU and members of the press. 

CANSO’s EC3 Committee, made up of European CEOs, appointed LVNL’s Michiel van Dorst as the new Chair and Austro Control’s Valerie Hackl as the new Vice-Chair. Later in the year, the CEO Committee met for the first time with the new Director-General of EUROCONTROL, Raúl Medina. 

CANSO attended the five-yearly Congress of the European Transport Workers’ Federation (ETF) in Budapest and held an informal meeting with ETF and the Air Traffic Controllers European Unions Coordination (ATCEUC) on how to reset joint participation in EU-level social dialogue for ATM. 

CANSO jointly presented with the Destination 2050 associations to European Directors General of Civil Aviation at an ECAC meeting in Paris, calling for governments to support  aviation’s Long-Term Aspirational Goals.

CANSO contributed to the European Drone Strategy for a Smart and Sustainable Unmanned Aircraft Eco-System in Europe and ensured it was well aligned with the CATS Global Council vision.
